      Jim is a versatile and experienced consultant at the national and international level in a wide range of areas involving law enforcement, particularly evaluation, relationships in organizations, political aspects within complicated economic and political environments. Jim has over 20 years of law enforcement experience having retired as a Chief of Police in Texas. He currently is a consultant to ICITAP in Bosnia-Herzegovina, a program of the United States Department of Justice, Criminal Division. His areas of expertise are management and development of police organizations, infrastructure development, international relations and problem resolution. He holds degrees in Business, Personnel Management and Organizational Behavior, and Personnel and Industrial Relations from Tarrant County College and University of North Texas.
